| Короткий огляд (реферат): | У статті розглядаються ключові аспекти місцевого економічного розвитку територіальних громад (ТГ) України в умовах воєнного стану та післявоєнного відновлення. Особливу увагу приділено аналізу Методики та Програми комплексного відновлення територіальних громад, розробленої в рамках проєкту USAID DOBRE. Проаналізовано основні виклики та перешкоди, що стоять перед місцевим еконо-мічним розвитком. Запропоновано диференційований підхід до розбудови ТГ залежно від їхнього статусу: тимчасово окуповані, деокуповані, тилові та опорні території. Узагальнено ключові напрями активізації еко-номічного розвитку ТГ, серед яких: розробка і впровадження стратегій місцевого розвитку, стимулювання ділового середовища, залучення міжнародних фінансових ресурсів та впровадження інноваційних підходів до відновлення постраждалих територій. |
| Опис: | The article examines key aspects of local economic development of territorial communities (TCs) of Ukraine under martial law and post-war reconstruction. The article analyzes the change in priorities of local authorities, the emphasis on supporting the Armed Forces of Ukraine, the organization of assistance to internally displaced persons and relocated enterprises. At the same time, it emphasizes the need for a strategic approach to local economic development, including the development of comprehensive planning documents, such as the Community Development Strategy, the Local Economic Development Program, master plans and specialized budget programs. Particular attention is paid to the analysis of the Methodology and Program for Comprehensive Restoration of Territorial Communities, developed within the framework of the USAID DOBRE project. Its importance in planning the reconstruction of affected territories, creating conditions for attracting investments, developing entrepreneurship and infrastructure is determined. The impact of decentralization and administrative-territorial reform on the formation of strategic approaches to the development of TСs is studied, especially in the context of regions that have been destroyed as a result of military actions. The authors analyze the main challenges and obstacles facing local economic development, including the degradation of rural areas, demographic problems, low investment attractiveness and difficulties in restoring social and engineering infrastructure. A differentiated approach to the development of TGs is proposed depending on their status: temporarily occupied, deoccupied, rear and support territories. Emphasis is placed on the need for comprehensive management of community development, including the formation of strategic policy, expanding entrepreneurship, attracting domestic and foreign investments, developing infrastructure and strengthening social stability. The role of local governments in communication between stakeholders and ensuring the effective use of local competitive advantages is highlighted. As a result of the study, key areas of the economic development activation of territorial communities are summarized, including: development and implementation of local development strategies, stimulation of the business environment, attraction of international financial resources and implementation of innovative approaches to the restoration of affected territories. The issue of the harmonization processes of strategic planning and spatial development of territorial communities in the context of modern challenges and reforms is separately considered. |
