Анотація
На сьогоднішній день земельно-ресурсний потенціал територій в країні використовується вкрай неефективно, його роль істотно недооцінюється. Важливим питанням постає оцінка ефективності управління та використання земельно-ресурсного потенціалу територій. У статті управління земельно-ресурсним потенціалом розглядається, як систематичний, свідомий, цілеспрямований вплив держави та суспільства на земельні ресурси, об'єктивних закономірностей і тенденцій в їх використанні з метою забезпечення соціально-економічного розвитку держави.
Розглянуто земельно-ресурсний потенціал України як просторовий базис розвитку суспільства і фактор економічного зростання. Визначено методологічні основи дослідження управління земельно-ресурсним потенціалом територій. Розкрито сутність оцінки ефективності управління та використання земельно-ресурсного потенціалу територій. Розроблено модель удосконалення управління земельно-ресурсним потенціалом території на основі аналізу рівня добробуту, яка полягає в знаходженні нових фінансових ресурсів, як запоруки підвищення економіко-соціального становища землевласників та землекористувачів в процесі використання земельноресурсного потенціалу територій.

The current territorial land potential of the rural areas is used very inefficiently and
its role is significantly underestimated. The assessment of land resource potential use and
management effectiveness is a rather topical issue. The article refers to land resource
potential management as a systematic, grounded and purposeful influence of the state and
society on land resources along with objective regularities and tendencies in their use
aimed to ensure the socio-economic development of the state.
The land resource potential of Ukraine is considered as a spatial basis for the
society development and its economic growth factor. The methodological basіs of studying
management of land resource potential of the territories is determined. The essence of the
assessment of the effectiveness of land potential of the territories use and management is
revealed. Modern tendencies and new factors of land resource potential of the Ukrainian
territory management development are determined.
A model for improving the management of the land-resource potential of the
territory based on the analysis of the level of well-being has been developed, which
consists in finding new financial resources as a guarantee of improving the economic and
social status of landowners and land users in the process of using the land-resource
potential of the territories.
The main goal of optimizing land relations between social entities is the
coordination and balance of interests in the landowner-state-business system. Finding
parity conditions in this circle of interests is the key to achieving an increase in the level of
welfare of the population through the redistribution of land rent between all parties of the
social process.
An organizational and methodological mechanism of land resource management
based on socio-ecological and economic factors is proposed. The mechanisms for
optimizing land relations based on the analysis of the welfare level are presented
(antimonopoly regulation of the land market; fiscal regulation of the economic
concentration of land use; regulation of transactions on the land market; redistribution of
publicly owned land resources). The ecological and economic efficiency of the model
application is calculated.
