dc.descriptionThe article explores the theoretical and methodological foundations of environmental management: it analyses the approaches of scientists to the definition of the term "environmental management"; defines the principles and special functions of environmental management; outlines the legislative and legal basis for the implementation of the environmental management system; and develops a classification of environmental management tools. The article considers the peculiarities of introducing the mechanism of environmental management into the management system of territorial communities using the Uzyn urban territorial community (UTC) of the Kyiv region as an example. For this purpose, the authors analysed the ecological situation in the community's territory, studied the documents that determine the priorities and directions of community development in environmental policy, and investigated the methods and mechanisms of its implementation. It proves that Uzyn UTC is gradually introducing the mechanisms of environmental management into its management system: the purpose, principles and directions of the community's environmental policy, as well as those responsible for its formation and implementation, are determined; measures for the implementation of environmental policy are taken into account in the planning documents; various environmental management tools are utilised. The article substantiates the main areas of improvement. In particular, it clearly defines measures, the implementation of which will contribute to the achievement of operational goal 1.4 "Ensuring energy efficiency", including: the creation and functioning of a separate unit in the organizational structure of community management responsible for the development, adoption and implementation of decisions regarding the development of energy efficiency potential; conducting an energy audit of facilities; development of the "energy-efficient community" concept based on the results of the audit; establishment of specific goals and planned indicators of the development of TG in the field of energy management; development of specific energy modernization projects of individual objects; reclamation of spontaneous landfills and use of these and other low-productivity lands for growing energy crops; development of "green" business initiatives that will help increase energy efficiency (production of biofuel, pallets made of wood and agricultural waste, development of alternative electricity, etc.). The article concludes that the basis of forming environmental safety and implementing the environmental policy of Uzyn UTC should be a participatory approach and cross-sectoral social partnership. It also summarises the environmental management tools social partnership entities use in regional environmental policy implementation. In order to increase the effectiveness of social partnerships, it develops measures to improve the information and communication interaction of its subjects and increase the level of environmental awareness and public activity of community residents.uk_UA
dc.description.abstractУ статті досліджено теоретико-методичні основи екологічного менеджменту: проаналізовано підходи науковців до визначення терміна «екологічний менеджмент»; визначено принципи та спеціальні функції екологічного менеджменту; розкрито законодавчо-правову основу для реалізації системи екологічного менеджменту; розроблено класифікацію інструментів екологічного менеджменту. Особливості впровадження механізму екологічного менеджменту в систему управління територіальних громад розглянуто на прикладі Узинської міської територіальної громади Київської області. З цією метою проаналізовано екологічну ситуацію на території громади; документи, які визначають пріоритети та напрями розвитку громади у сфері екологічної політики; способи й механізми її реалізації. Доведено, що в систему управління Узинської міської ТГ поступово впроваджуються механізми екологічного менеджменту: визначено мету, принципи та напрями екологічної політики громади, а також відповідальних за її формування та реалізацію; заходи щодо реалізації екологічної політики враховані в планових документах громади; використовуються різноманітні інструменти екологічного менеджменту. Обґрунтовано основні напрями удосконалення механізму екологічного менеджменту в системі управління Узинської міської ТГ. Зокрема, чітко визначено заходи, реалізація яких сприятиме досягненню операційної цілі 1.4 «Забезпечення енергоефективності», покращенню інформаційно-комунікаційної взаємодії суб'єктів соціального партнерства в сфері реалізації регіональної екологічної політики та підвищенню рівня екологічної свідомості і громадської активності населення.uk_UA
