Сільськогосподарське дорадництво в Україні: сутність, проблеми та перспективи розвитку

Abstract

У статті доведено необхідність розвитку системи сільськогосподарського дорадництва в Україні. Досліджено мету, завдання, істотні ознаки, методи дорадчої діяльності, перераховані нормативно-правові акти, що її унормовують. Проаналізовано основні проблеми вітчизняної системи сільськогосподарського дорадництва: недостатнє державне фінансування та недостатня державна підтримка дорадництва загалом; низька платоспроможність суб’єктів господарювання на селі, що негативно впливає на їхню здатність замовляти дорадчі послуги; недооцінка ролі інформаційно-консультаційного забезпечення сільськогосподарськими товаровиробниками; недовіра аграріїв до фахової компетентності дорадників та дорадчих служб. Досліджено особливості та джерела фінансування польської моделі сільськогосподарського дорадництва. Визначено першочергові завдання щодо розвитку дорадчої діяльності в Україні: інформатизація та цифровізація сільськогосподарського дорадництва (створення платформи обміну знаннями та інновацій), підготовка кваліфікованих дорадників та експертів-дорадників, державне фінансування з переходом в перспективі до державно-приватної моделі дорадництва за зразком Польщі.

The article argues the need for developing the system of agricultural consulting in the conditions of the full-scale invasion of the Russian Federation in Ukraine, significant agricultural asset losses, threats to global food security, as well as Ukraine’s intention to join the European Union. Agricultural consulting is the factor that can help increase the productivity and effectiveness of small and medium enterprises which are responsible for the bigger share of agricultural production in Ukraine. The article investigates the goal, objectives, key features, methods of consulting; as well as outlines the legislative acts regulating it. We analyze the key problems of the Ukrainian agriculture consulting system, including: lack of state funding and state support of consulting overall; low solvency of the rural enterprises (farmers, small businesses, rural population) which prevents them from accessing consulting services; agricultural producers underestimating the role of information and consulting support and mistrusting the professional competency of consultants and consulting services. We investigate the peculiarities and funding sources of the Polish state and private model of agricultural consulting. The article defines the priorities for developing agricultural consultancy in Ukraine. For instance, it is necessary to develop the State program for agricultural consulting until 2024, and have it passed by the Verkhovna Rada of Ukraine. The program needs to focus on digitalization of agricultural consulting, training qualified consultants and experts, informing agricultural producers and rural population about the services and scope of consultants, as well as getting access to them. The coordination of consulting services needs to be led by the Ministry of agricultural policy and food of Ukraine, which would require restoring the respective department of it. Consulting activities of today need to be funded mainly by the state, with a gradual transition to a combined state and private model of consulting, like the Polish one. Special focus needs to be on creating a platform of knowledge exchange, a source of information about innovations and sustainable development best practices, interactive learning courses etc, which will allow to lower the transactional costs for agricultural enterprises.
