| Abstract: | Стаття присвячена дослідженню сутності та видів форм діяльності правоохоронних органів як суб’єктів формування та реалізації державної політики у сфері національної безпеки і оборони. Досліджено адміністративно-правовий інструментарій правоохоронних органів як правова категорія загалом та у контексті здійснення ними повноважень щодо формування та реалізації державної політики у сфері національної безпеки і оборони. Проаналізовано форми діяльності правоохоронних органів як суб’єктів формування та реалізації державної політики у сфері національної безпеки і оборони. Розглянуто досягнення адміністративної науки в аспекті інструментів діяльності суб’єктів владних повноважень – як новітній замінник формам їхньої адміністративної діяльності або ж ймовірні елементи механізму здійснення такої діяльності. |
| Description: | The article is devoted to the study of the essence and types of forms of activity of law enforcement agencies as subjects of the formation and implementation of state policy in the field of national security and defense. The administrative-legal toolkit of law enforcement agencies as a legal category in general and in the context of their exercise of powers regarding the formation and implementation of state policy in the field of national security and defense has been studied. The forms of activity of law enforcement agencies as subjects of formation and implementation of state policy in the field of national security and defense are analyzed. The achievements of administrative science in the aspect of the tools of the subjects of power are considered - as the latest substitute for the forms of their administrative activity or probable elements of the mechanism of such activity. Leading administrativeists try to expand the scientific achievements of other scientists, taking into account modern realities, historical retrospect and focusing on the research of foreign assets in a specific researched field. In particular, there is no unity of opinion among scientists regarding the issue of tools for public administration. At the same time, the administrative-legal toolkit of law enforcement agencies as a legal category in general and in the context of their exercise of powers regarding the formation and implementation of state policy in the field of national security and defense also does not have an established scientific definition. Analysis of the essence and types of forms of activity of law enforcement agencies as subjects of the formation and implementation of state policy in the field of national security and defense allows us to assert that the raised issues are revealed by a purely subjective view of the scientist. |
