| Короткий огляд (реферат): | Визначено сутність поняття «публічна аграрна політика» як напряму дій держави за безпосередньої участі суспільства, призначеного для задоволення його потреб у аграрній продукції, забезпеченні розвитку сільської місцевості. Встановлено, що термін «державна аграрна політика» варто вважати тлумаченням у вузькому розумінні, широке її трактування було б доречним з використанням терміну «публічна». Представлено складові процесу формування публічної аграрної політики, включаючи політичний та управлінський аспекти. Розглянуто умови набуття політикою публічного характеру, що ґрунтуються на прозорості, доступності, колективності. Проведено аналіз механізму реалізації інтересів зацікавлених сторін у генеруванні аграрної політики, здійснюваний шляхом прийняття управлінських рішень на національному, регіональному та місцевому рівнях. Визначено суб’єктивні риси публічності державної аграрної політики – формування адекватних часу агрополітичних відносин, агрополітичної свідомості та агрополітичної організації. Обґрунтована потреба у оперативному і неупередженому застосуванні інструментів впливу на розвиток аграрного сектору як свідчення достатньо швидкої реакції публічної агрополітики на виклики ринку з метою скорочення лагу між виникненням у галузі проблеми, її визнанням та прийняттям агрополітичного рішення. Запропоновано напрями формування публічного характеру сучасної аграрної політики на засадах забезпечення публічно-приватного соціального партнерства, які нині можуть забезпечити позитивний результат. |
| Опис: | The article defines the essence of the concept of "public agrarian policy" as a direction of state action with the direct participation of private agribusiness, local community, region, other public institutions, designed to meet the needs of society in agricultural products, rural development. It is established that the term "state agrarian policy" should be considered an interpretation in the narrow sense, its broad interpretation would be appropriate to use the term "public". The components of the process of formation of public agrarian policy, including political and managerial aspects, are presented. The conditions for the policy to acquire a public character based on transparency, accessibility, and collectivity are considered. An analysis of the mechanism for realizing the interests of stakeholders in the generation of agrarian policy, carried out by making management decisions at the national, regional and local levels. The article identifies the subjective features of publicity of the state agrarian policy - the formation of adequate time agro-political relations, agro-political consciousness and agro-political organization. There is a justified need for prompt and impartial application of tools to influence the development of the agricultural sector as evidence of a sufficiently rapid response of public agrarian policy to market challenges in order to reduce the gap between the problem, its recognition and agro-political decision-making. It is concluded that public agrarian policy is the result of interconnection, interaction and complementarity of market and public administration regulators, the process of policy making is influenced by various actors and is an example of public-private partnership in agriculture, and the adoption and implementation is the realm of the state, so state regulation of the agricultural sector is still relevant. The directions of formation of public character of modern agrarian policy which now can provide a positive result, namely necessity of balancing of interests of public actors of agrosphere are offered; overcoming the inertia of civil society in rural areas in addressing socially important issues of local importance; ensuring political trust and zero tolerance for corruption; the need to form a new agrarian political elite, separate from business, to meet which agrarian education and science are designed. |
