| Abstract: | Статтю присвячено актуальному питанню формування правосвідомості осіб, до повноважень яких належить реалізація поліцейських функцій із метою дотримання у суспільстві законності та консти-туційно визначених критеріїв публічної безпеки. На підставі аналізу організації навчального процесу особового складу та керівників поліцейських підрозділів країн ЄС та США автор робить висновок щодо необхідності запровадження ступінчатого навчання та професійної підготовки поліцейських ка-дрів у вітчизняних навчальних закладах системи МВС. |
| Description: | The article is devoted to the actual issue of forming the legal consciousness of individuals whose powers include the implementation of police functions in order to comply with the rule of law and constitutionally defined criteria of public security. Based on the analysis of the organization of the educational process of the personnel and the leaders of the police units of the EU and the USA, the author concludes on the necessity of introduction of step-bystep training and training of police personnel in the domestic educational institutions of the Ministry oflntemal Affairs. According to the ontology dogmas as a branch of philosophy, which studies the laws of the environmental impact on the existence of an individual, the transformation of socio-economic relations, ideological orienta¬tion and the moral and cultural foundations of the life of modem domestic society is accompanied by crisis phenomena in many spheres of individual life. Under such circumstances, law enforcement officers (as a compulsory participant in national measures to respect the rule of law and constitutionally defined public safety criteria) are among the first to face the prob-lem of the need to form a new paradigm not only for relations with the population, but also for the direction of their activities in general. It is about the urgency of reforming the structure of law enforcement agencies and legislative regulation of activities. However, the transition to modem standards of education in order to form a general and legal culture (as obligatory elements of the legal awareness of law enforcement officers, in particu¬lar police officers) is equally important factor that should contribute to the positive result of reform activities. |
