| Abstract: | У статті досліджуються особливості добровільного об’єднання територіальних громад в Україні та окремих європейських країнах. Проаналізовано правові засади, механізми та практичні результати процесів укрупнення територіальних громад у контексті децентралізації публічної влади. Особливу увагу приділено порівняльному аналізу досвіду європейських держав щодо реформування адміністративно-територіального устрою та зміцнення фінансової й організаційної спроможності місцевого самоврядування. Визначено основні переваги, проблеми та перспективи розвитку територіальних громад в Україні з урахуванням європейського досвіду |
| Description: | The article examines the peculiarities of the voluntary amalgamation of territorial communities in Ukraine and selected European countries. The legal foundations, mechanisms, and practical results of community consolidation processes in the context of public authority decentralization are analyzed. Particular attention is paid to the comparative analysis of European countries’ experience in reforming administrative-territorial structures and strengthening the financial and organizational capacity of local self-government. The main advantages, challenges, and prospects for the development of territorial communities in Ukraine, taking into account European experience, are identified |
