| Abstract: | В роботі розглядається проведення системних реформ місцевого самоврядування в Україні з метою децентралізації публічної влади, що потребує розв’язання ряду проблем серед яких: соціально-економічний розвиток об’єднаних територій громад; забезпечення реалізації муніципальних прав людини і громадянина на об’єднаних територіях; ефективне співіснування органів державної влади і органів місцевого самоврядування, що особливо важливо в умовах воєнного стану і повномасштабної війни яку веде росія на території України. Метою дослідження є місце об’єднаних територіальних громад в системі місцевого самоврядування. В результаті пропонується узагальнення теоретичних досліджень по проблемі та рекомендації по удосконаленню діючого законодавства щодо регулювання місця об’єднаних територіальних громад в системі місцевого самоврядування |
| Description: | The paper considers the implementation of systemic reforms of local self-government in Ukraine in order to decentralize public power, which requires solving a number of problems, including: socio-economic development of the united territories of communities; ensuring the implementation of municipal human and citizen rights in the united territories; effective coexistence of state authorities and local self-government bodies, which is especially important in the conditions of martial law and the full-scale war waged by Russia on the territory of Ukraine. The purpose of the study is the place of united territorial communities in the system of local self-government. As a result, a generalization of theoretical research on the problem and recommendations for improving the current legislation on regulating the place of united territorial communities in the system of local self-government are proposed |
