| Abstract: | У тезах досліджено процеси трансформації системи державної служби України в умовах євроінтеграції та реалізації стратегії сталого розвитку. Автор аналізує відповідність національного законодавства європейським стандартам публічного адміністрування, зокрема принципам прозорості, політичної нейтральності та доброчесності. Окрему увагу приділено економіко-правовим аспектам забезпечення стабільності державної служби, цифровізації управлінських процесів та реформуванню правоохоронних органів на засадах партнерства з громадою (Community Policing). Сформульовано висновок, що гармонізація інституту державної служби із правом ЄС є базовою умовою для забезпечення верховенства права та ефективного врядування в Україні. |
| Description: | The abstract examines the processes of transformation of the Ukrainian civil service system in the context of European integration and the implementation of a sustainable development strategy. The author analyzes the compliance of national legislation with European standards of public administration, in particular the principles of transparency, political neutrality, and integrity. Particular attention is paid to the economic and legal aspects of ensuring the stability of the civil service, the digitization of management processes, and the reform of law enforcement agencies based on partnership with the community (Community Policing). The conclusion is formulated that the harmonization of the civil service institution with EU law is a basic condition for ensuring the rule of law and effective governance in Ukraine. |
