| Abstract: | У статті розглядається питання конституційного складу Верховної Ради України, яка є єдиним органом законодавчої влади. Особлива увага приділяється історичному формуванню кількісного складу парламенту, його закріпленню в Конституції України, а також сучасним дискусіям щодо доцільності його зміни. Аналізується як вітчизняний, так і зарубіжний досвід, зокрема правило кореня куба Рейна Таагепери, що використовується для визначення оптимальної кількості парламентарів. Обґрунтовано переваги та недоліки потенційного зменшення кількісного складу Верховної Ради. Зроблено висновок, що чинна чисельність у депутатів є обґрунтованою та відповідає демократичним засадам представництва. |
| Description: | The article considers the issue of the constitutional composition of the Verkhovna Rada of Ukraine, which is the sole body of legislative power. Special attention is paid to the historical formation of the quantitative composition of the parliament, its enshrining in the Constitution of Ukraine, as well as modern discussions on the advisability of its change. Both domestic and foreign experience is analyzed, in particular the cube root rule of Rein Taagepera, which is used to determine the optimal number of parliamentarians. The advantages and disadvantages of a potential reduction in the quantitative composition of the Verkhovna Rada are substantiated. The conclusion is made that the current number of deputies is justified and corresponds to the democratic principles of representation. |
