Напрями активізації науково-дослідної та інноваційної діяльності в аграрних закладах вищої освіти

Abstract

У статті розглядаються напрями розвитку науково-дослідної та інноваційної діяльності в аграрних ЗВО із урахуванням сучасних трендів у рамках реформи вищої школи. Дослідження проведено із використанням таких методів: теоретичного аналізу, порівняння, узагальнення та статистичного аналізу, абстрактно-логічного, методів синтезу, індукції, дедукції. Визначено основний ринок, учасників та види послуг для науково-дослідної та інноваційної діяльності аграрних закладів вищої освіти. Зроблено узагальнену характеристику для різних конкурентних позицій за основними показниками науково-дослідної й інноваційної діяльності аграрних університетів та сформовано їх конкурентні переваги. Обґрунтовано необхідність посилення наукового потенціалу для забезпечення конкурентоспроможності закладів вищої освіти України. Систематизовано специфічні галузеві особливості, характерні для наукової та інноваційної діяльності аграрних ЗВО та визначено стримувальні чинники зовнішнього і внутрішнього середовищ для розвитку університетської науки. Узагальнено пріоритетні напрямки розвитку наукової та інноваційної діяльності аграрних закладів вищої освіти та наголошено на необхідності нарощення обсягу фінансування задля оновлення матеріально-технічної бази і лабораторного обладнання, що суттєво впливає на якість освіти і результати наукових досліджень. Зроблено висновок, що реформування ЗВО повинно враховувати відмінності у розвитку науково-дослідного та інноваційного потенціалів аграрних університетів, історичні умови та регіональні особливості, а також сучасні виклики, які постали перед аграрною освітою, наукою та аграрним сектором економіки, що дозволить уникнути можливих втрат та максимально пристосувати їх до нових умов та викликів. Як пріоритетний вектор розвитку запропоновано кластерний тип, який дозволить мобілізувати наявні ресурси та сконцентрувати зусилля на проривних напрямах аграрної науки, забезпечити якісну підготовку фахівців, комерціалізувати знання та стати драйвером інноваційного розвитку на національному і регіональному рівнях аграрного сектору. Узагальнено нові напрямки наукових пошуків аграрної сфери післявоєнного відновлення країни, орієнтація на які дозволить підвищити ціннісний внесок аграрних ЗВО та, відповідно, посилити науково-дослідний та інноваційний потенціали. Інструментом залучення аграрних ЗВО до вирішення актуальних завдань держави в умовах післявоєнного відновлення може стати стимулювання клаcтерних ініціатив, у яких роль інтегратора мають набути університети.The article discusses directions for the development of research and innovation activities in agricultural higher education institutions, taking into account modern trends within the framework of the reform of the higher education institution and the environment for its implementation. The research was carried out using the following methods: theoretical analysis, comparison, generalization and statistical analysis, abstract-logical method and methods of synthesis, induction, deduction.The main market, participants and types of services for research and innovation activities of agricultural institutions of higher education have been determined. A generalized characterization was made for various competitive positions based on the main indicators of research and innovation activity of agricultural universities and their competitive advantages were formed. The need to strengthen the scientific potential to ensure the competitiveness of higher education institutions of Ukraine is substantiated. Systematized specific sectoral features characteristic of the scientific and innovative activities of agricultural higher education institutions and the restraining factors of the external and internal environment for the development of university science have been determined. The priority directions for the development of scientific and innovative activities of agricultural institutions of higher education have been generalized and the need to increase the volume is emphasized insufficient funding opportunities for updating the material and technical base and laboratory equipment negatively affect the quality of education and the results of scientific research. It was concluded that the reform should take into account the differences in the development of research and innovation potentials of agricultural universities, historical conditions and regional features, resource potential, as well as modern challenges facing agrarian education, science and the agrarian sector of the economy, which will avoid possible losses and maximally adapt them to new conditions and challenges. The cluster type is proposed as a priority vector of development, which will allow to mobilize available resources and concentrate efforts on breakthrough areas of agricultural science, ensure high-quality training of specialists, commercialize knowledge and become a driver of innovative development at the national and regional levels of the agricultural sector. The new directions of scientific research in the agrarian sphere of the post-war reconstruction of the country are summarized, the focus on which will allow to increase the valuable contribution of agricultural higher education institutions at the country level and, accordingly, to strengthen the research and innovation potential. Stimulation of cluster initiatives, in which universities should acquire the role of integrator, should become a tool for involving agrarian higher education institutions in solving the urgent tasks of the state in the conditions of post-war recovery.
