| Abstract: | Нині в усьому світі широкого поширення набули різноманітні моделі державно-приватного партнерства в різних сферах життєдіяльності людини. Для України державно-приватне партнерство (ДПП) є відносно новим механізмом розвитку економіки, значення якого зростає з року в рік. Державно-приватне партнерство виступає по суті інноваційним методом, що застосовується з боку держави для підписання договорів (контрактів) з бізнесом, які, своєю чергою, використовують свій потенціал як управлінський, так і фінансовий під час реалізації проєктів відповідно до умов, що необхідні для реалізації проєкту. А представники з боку держави відповідальні за забезпечення населення послугами, підвищення якості життя місцевого населення. Варто зазначити, що державно-приватне партнерство є дієвим інструментом для розвитку громад. Його використання сприятиме реалізації державної регіональної політики, орієнтованої на європейські стандарти і спрямованої на підвищення соціальних стандартів населення. Впровадження проектів державно-приватного партнерства як на місцевому, так і центральному рівнях дозволить максимально ефективно об'єднати ресурси держави, громади та бізнесу заради спільної мети — економічного зростання країни. Приватний сектор буде відігравати вирішальну роль у післявоєнному відновленні країни, а формат державно-приватного партнерства стане оптимальним для багатьох проектів у сферах транспорту, соціальної та іншої інфраструктури. Важливими умовами для цього є готовність місцевої влади до партнерства, відкритість і прозорість у прийнятті рішень, а також створення сприятливого бізнес-клімату. У відповідь підприємці зможуть забезпечити партнерський підхід та інвестування в цей процес. |
| Description: | Currently, various models of public-private partnership in various spheres of human life have become widespread throughout the world. For Ukraine, public-private partnership (PPP) is a relatively new mechanism for economic development, the importance of which is growing from year to year. Public-private partnership is essentially an innovative method used by the state to sign agreements (contracts) with business, which, in turn, use their potential, both managerial and financial, during the implementation of projects in accordance with the conditions necessary for the implementation of the project. And representatives from the state are responsible for providing the population with services, improving the quality of life of the local population. A study of international experience shows that PPP is successfully used abroad in the social sphere, primarily in education and healthcare. PPP is used to a more limited extent in sports and other sectors of the social sphere, where other mechanisms of interaction between the state and business are used. The implementation of PPP projects is impossible without close partnership cooperation. This becomes especially relevant in situations where local authorities lack financial resources to build new or even maintain existing social infrastructure facilities. At the local level, PPP involves longterm cooperation between local governments and the private sector, based on a contract (for example, concession, property management or joint activities). The main goal of such cooperation is to finance, design, implement and manage facilities and services traditionally provided by the public sector. It is worth noting that public-private partnership is an effective tool for the development of regions. Its use will contribute to the implementation of state regional policy, oriented towards European standards and aimed at raising the social standards of the population. The implementation of public-private partnership projects at both the local and central levels will allow for the most effective combination of state, community and business resources for the common goal of economic growth of the country. The private sector will play a crucial role in the post-war reconstruction of the country, and the format of public-private partnership will be optimal for many projects in the fields of transport, social and other infrastructure. Important conditions for this are the readiness of local authorities for partnership, openness and transparency in decision-making, as well as the creation of a favorable business climate. In response, entrepreneurs will be able to provide a partnership approach and invest in this process. |
