| Abstract: | У кваліфікаційній роботі узагальнено теоретико-методичні основи системи управління земельними ресурсами територіальних громад. Здійснено аналіз нормативно-правового забезпечення в системі управління земельними ресурсами та встановлено, що для подальшого розвитку системи управління земельними ресурсами на рівні територіальних громад необхідно вдосконалити норми чинного законодавства. Виявлено проблеми становлення системи управління земельними ресурсами територіальних громад, серед яких законодавча неврегульованість питань встановлення меж. Обґрунтовано напрями оптимізації управління земельними ресурсами, які передбачають виконання комплексу робіт за певною схемою. Проаналізовано стан земельних ресурсів громад як інвестиційнопривабливого ресурсу їх територій. Обґрунтовано доцільність перспективного планування та виконання певного комплексу робіт, передбаченого нормативно-правовими актами щодо організації території громад. Запропоновано планування територій на рівні місцевого самоврядування визначити як процес встановлення та виконання певного порядку дій щодо раціонального та ефективного використання територій та доповнити такий процес авторським наглядом і показниками ефективності проекту. |
| Description: | The qualification work summarizes the theoretical and methodological foundations of the land resource management system of territorial communities. An analysis of the regulatory and legal support in the land resources management system was carried out and it was established that for the further development of the land resources management system at the level of territorial communities, it is necessary to improve the norms of the current legislation. Problems of the formation of the land resource management system of territorial communities have been identified, among which the legislative unsettlement of boundary establishment issues. The directions for optimization of land resources management, which provide for the execution of a set of works according to a certain scheme, are substantiated. The state of land resources of communities as an investmentattractive resource of their territories is analyzed. The expediency of long-term planning and implementation of a certain set of works provided for by normative legal acts on the organization of the territory of communities is substantiated. It is proposed to define territorial planning at the level of local self-government as a process of establishing and implementing a certain procedure for the rational and effective use of territories and to supplement such a process with the author's supervision and project performance indicators |
