| Abstract: | У кваліфікаційній роботі проведено моніторинг процесу розпаювання земель по зазначеним колективним сільськогосподарським підприємствам, а саме стосовно розробки проектів землеустрою щодо організації території земельних часток (паїв), заміни сертифікатів на право на земельну частку (пай) правовстановлюючими документами, ефективність використання земельних часток (паїв) особисто чи на умовах оренди. Описані основи паювання землі, як розподіл колективної землі на ділянки (паї) між селянами - членами колективних сільськогосподарських підприємств у процесі здійснення аграрної реформи в Україні шляхом визначення розміру земельної частки (паю) у колективній власності на землю кожного члена колективного сільськогосподарського підприємства без виділення земельних ділянок в натурі (на місцевості). Встановлено, що роздержавлення земель по всім колективним сільськогосподарським підприємствам, які підлягають порівнянню, відбулося практично одночасно і тому процес роздержавлення та паювання стартував в однакових умовах. Визначено, що рушійною силою прискорення процесу заміни сертифікатів на правовстановлюючі документи є по -перше менша кількість ділянок, якими замінюється сертифікат, належне фінансування відповідних робіт. В результаті описані рекомендації стосовно підвищення ефективності використання земельних часток (паїв) в умовах запровадження ринку земель. |
| Description: | In the qualification work, the monitoring of the process of unsoldering land for the specified collective agricultural enterprises was carried out, namely in relation to the development of land management projects regarding the organization of the territory of land shares (shares), replacement of certificates for the right to a land share (share) with title-establishing documents, the effectiveness of the use of land shares (shares) personally or on lease terms. The basics of land sharing are described, as the distribution of collective land into plots (shares) among peasants - members of collective agricultural enterprises in the process of implementing agrarian reform in Ukraine by determining the size of the land share (share) in the collective ownership of the land of each member of the collective agricultural enterprise without allocating land plots in kind (in the area). It was established that the denationalization of land in all collective agricultural enterprises, which are subject to comparison, took place almost simultaneously, and therefore the process of denationalization and allotment started under the same conditions. It was determined that the driving force behind the acceleration of the process of replacing certificates with title documents is, firstly, a smaller number of plots with which the certificate is replaced, adequate financing of the relevant works. As a result, recommendations are described regarding the improvement of the efficiency of the use of land shares (shares) in the conditions of the introduction of the land market. |
