dc.descriptionThe paper studies the economic essence of intellectual security as a basic condition for the national economics transition to a higher technological level characterized by an increase in the share of the high-tech sector and added value at the expense of the intellectual component. The intellectual component is a structural component of labor, and human potential, since it combines the total intellectual skills and the accumulated intellectual resources of a particular group of people (communities, businesses, states, societies). The authors identify and substantiate the most important components of the real and potential as well as internal and external threats to the intellectual security of the state. They include as follows: insufficient level of state funding of national education and science, lack of recognition of the social importance of scientists and specialists with a degree at the state level; lack of a developed sphere of science-intensive production; low public demand for scientific products in terms of raw materials of economy; employing scientists and specialists who have a degree in an inappropriate specialty. Among the threats there are also aging of scientific personnel, low level of wages in educational and scientific fields, lack of proper motivation for work, intellectual migration. It is proved that in order to strengthen the economic security of the state and establish its close connection with Ukrainian society there is an urgent need to formulate and implement a long-term strategy for the development of intellectual potential.uk_UA
