Анотація
Обгрунтовано, що основноми складовими нової філософії землегосподарювання та землевпорядкування в Ук-
раїні у повоєнний період є концептуально-інноваційний підхід до: 1) розвитку українського землегосподарювання в
сільському господарстві, що базується на вивченні українських традицій господарювання з розумінням специфіки
української ментальності; 2) сфери земельної і землевпорядної законотворчості, що відображає нову ідеологію взає-
модії державного управління з кожним окремим індивідуумом, який бажає стати "господарем на Землі". Це створен-
ня нових робочих місць та водночас турбота про добробут кожного члена нашого суспільства; 3) безпосередньо ра-
дикальної та раціональної організації сільськогосподарського землекористування на сімейних засадах. Саме так,
планувалося землекористування селян у період 1906—1917 рр.; 4) формування системи сільськогосподарського зем-
легосподарювання, як основної складової земельного устрою на території територіальних громад, що базуються на
сімейному фермерстві. "Фермерський підхід" передбачає розвиток багатофункціонального землекористування, на-
приклад, рослинництво, тваринництво, рекреація; 5) управління, що полягає в одномоментній гнучкості та швид-
кості прийняття рішень на різних етапах землевпорядного процесу, тобто. у володінні теперішнім часом, але також і
у строгому державному контролі; 6) залучення різних суспільних структур, та й усієї громадськості загалом, до справи
землеустрою та організації сімейних фермерських та селянських господарств. Насамперед, це стосується підняття
статусу, поваги та авторитету Людини, яка працює на Землі; 7) створення міцних сімейних фермерських та селянсь-
ких господарств шляхом їх кооперації, яка надалі призведе і до організації заводів з переробки сільськогосподарсь-
кої продукції та до виходу на міжнародні ринки. Тільки в такий спосіб можливе дійсне піднесення добробуту кожно-
го сільського жителя України. Спадкування земельних ділянок призведе до вдосконалення всього навколишнього
простору. Це завдання саме і лише для України у звязку із здісненим паюванням сільськогосподарських угідь. Техн-
ічно сьогодні землевпорядкування можна здійснити набагато простіше, ніж у період 1906—1917 років. У сучасних
умовах цифрової картографічної інформації високої точності, інноваційних ГІС-технологій можливе значне скоро-
чення часу на роботи із землевпорядкування, а отже, успішне проведення нового землеустрою в масштабах країни.
Набагато складніше повернути традиції любовного ставлення до землеробської праці серед молодого покоління та
престижність професії хлібороба. Очевидно, це особливе завдання для влади, науки та освіти у повоєнний період.

It is substantiated that the main components of the new philosophy of land management and land planning in Ukraine in
the post-war period are a conceptual and innovative approach to: 1) the development of Ukrainian land management in
agriculture, which is based on the study of Ukrainian traditions of management with an understanding of the specifics of the
Ukrainian mentality. It is senseless to plant public means of production and capital of the type of agricultural holdings in
Ukrainian innovations, especially when it concerns interaction with a soil. The Ukrainian Master on his land is, first of all, a
Person likened to God the Creator. Its main task is to make the soil fertile and prosperous. That is why Ukraine is famous for its
agricultural products. That is why in the Ukrainian tradition there was a constant development of the village. It was the
Ukrainian peasants who treated the soil so carefully that they necessarily organized their land use on a crop rotation basis so
that the Earth would restore its fertility. That is why the norms of land use developed by the state land management authorities
in the period from 1906 to 1917 ranged from 15 to 41 hectares in different regions of Ukraine, taking into account the quality of
the land, its fertility and profitability, population density, etc.; 2) spheres of land and land management law-making, which
reflects a new ideology of interaction of state administration with each individual who wants to become a "master on land".
This is the creation of new jobs and at the same time care for the well-being of every member of our society. Thus, the state
must take upon itself the great and noble task of patronage of each family, since in the "organization of the use of the Earth" the
family organization of production is first of all necessary. This will solve problems of a demographic nature in the countryside,
food problems, and ecological problems of land use. It is necessary to return Man to Nature and revive the biological, and not
continue the purely technocratic experience of life on Earth. Considering the current mission of Ukraine in the post-war period,
such a return to tradition can only be demonstrated by a Ukrainian peasant; 3) directly radical and rational organization of
agricultural land use on a family basis. That is how the land use of the peasants was planned in the period 1906—1917. The land
managers tried to bring the plots of the peasants as close as possible to the square, while taking into account the presence of not
only arable land, but also forests and hayfields, the presence of water sources, etc. At the same time, the construction of
residential and commercial buildings, land reclamation and hydrotechnical works were thought out. Next, all agronomic
assistance was immediately thought out, i.e. the process of organizing crop rotation. The agronomist went directly to the land
plot to the "householder" himself and carried out separate work with him; 4) formation of the system of agricultural land
management, as the main component of the land system in the territory of territorial communities based on family farming.
The "farming approach" involves the development of multifunctional land use, for example, crop production, animal husbandry,
recreation. Ukrainian traditional experience always shows the development of a multi-branch economy, which is much more
efficient than narrowly focused production. Because, the main importance of the production of the Uerain peasant — the
householder is not commodity and monetary turnover and profit, but above all, life, happiness and freedom, that is.
Independence; 5) management, which consists in instantaneous flexibility and speed of decision-making at various stages of
the land management process, i.e. in possession of the present, but also in strict state control. 1.5 years was determined for the
land management of one farm during the research period. Almost once every two years, the central department checked the
correctness of legal and land management documents related to the organization of each farm on the ground. Strict requirements
for the organization of peasant land use increased especially after the introduction of the Law "Regulations on Land Management"
dated May 29, 1911. At the same time, all ranks underwent strict certification for professionalism. Already five years after the
beginning of the land management reform, a random inspection was conducted to improve welfare and profits in the newly
organized farms. A year later, all the collected statistics were published. Thus, the work was carried out in a clear and organized
manner. Land management plans (projects) were drawn up in the winter, surveying, land management, road, construction,
hydrotechnical and other works were carried out directly in the summer field seasons. Within the scope of agronomic assistance,
also in winter, various educational agricultural courses were held for the peasants; 6) involvement of various social structures,
as well as the entire public in general, in the matter of land management and the organization of family farms and peasant
farms. First of all, it concerns raising the status, respect and authority of the Man who works on land; 7) creation of strong
family farms and peasant farms through their cooperation, which will further lead to the organization of factories for the
processing of agricultural products and access to international markets. Only in this way is it possible to truly raise the wellbeing
of every rural resident of Ukraine. The inheritance of land plots will lead to the improvement of the entire surrounding
space. This is a task specifically and only for Ukraine in connection with the ongoing division of agricultural land. Technically,
today land management can be carried out much easier than in the period of 1906—1917. In modern conditions of digital
cartographic information of high accuracy, innovative GIS technologies, it is possible to significantly reduce the time spent on
land management work, and therefore, the successful implementation of new land management on a national scale. It is much
more difficult to return the traditions of a loving attitude to agricultural work among the younger generation and the prestige
of the farming profession. Obviously, this is a special task for the authorities, science and education in the post-war period.
