Визначено ключові виклики, включно з фрагментацією даних, застарілою інфраструктурою та недостатнім фінансуванням, а також окреслено перспективи, такі як впровадження блокчейн-технологій і створення інтегрованих інформаційних платформ. Стаття підкреслює значення інформаційних систем для прозорого управління, екологічної стійкості та сталого розвитку громади.
Дослідження містить практичні рекомендації для інших територіальних громад, що сприяють удосконаленню механізмів землекористування в умовах децентралізації.
Описание: The article explores the pivotal role of information support in the organizational and economic mechanism of land resource management within the Boryspil territorial community. Land resources are critical for sustainable territorial development, requiring precise, current, and comprehensive data to facilitate effective decision-making. The study emphasizes the integration of modern information technologies, including land cadastre, geographic information systems (GIS), and land monitoring tools, as essential components for optimizing land management processes.
The article examines land cadastre as a foundational database providing essential information on land legal status, usage, ownership, and physical characteristics. This component ensures transparency and accuracy in land-related decision-making processes, reducing conflicts and enhancing resource allocation efficiency. Furthermore, the application of GIS enables spatial data processing and advanced analysis, supporting scenario modeling and strategic planning for community development. The Boryspil community's implementation of GIS demonstrates its potential in creating detailed land use maps and analyzing land conditions for future development strategies.
Additionally, the paper highlights the importance of regular land monitoring, employing satellite imagery and drone technologies to detect ecosystem changes, such as soil erosion and land degradation. Such tools enable proactive measures for land restoration and long-term sustainability. The article also addresses challenges, including data fragmentation, outdated infrastructure, and insufficient funding, which hinder the full realization of information systems' potential.
Proposals for improvement include integrating blockchain technology to enhance cadastre transparency, developing unified information platforms combining cadastre and GIS, and expanding the use of digital tools like drones and GNSS systems. The authors argue that such measures will enable the Boryspil community to optimize land resource management, contributing to economic growth and ecological balance.

систему сільських територій слід розглядати як певну структуру, що акумулює соціально-економічний
досвід суспільства і держави, систему сформованих законів, відносин, традицій, зв'язків і способу мислення,

Описание: It is substantiated that within the framework of the institutional-behavioral approach, the land
system of rural areas should be considered as a certain structure that accumulates the socioeconomic
experience of society and the state, a system of formed laws, relationships and traditions,
connections and a way of thinking. A logical and meaningful model of the structure of the
institutional environment of the land system of rural areas has been developed as a socio-economicecological
system, which is formed by various institutions and institutes. In particular, these are the
institutions of the external environment (or higher-order systems), which set the "rules of the game"
for the subjects of each of the subsystems of the rural land system. Its elements are the institutions of
law, the institution of property, the institution of the market, institutions as parts that ensure
compliance with formal rules. It is substantiated that land use is a specific institution of socioeconomic
development of society and, accordingly, the land system, which serves to achieve certain
goals of those groups, which, however, are interconnected with it. The development of this
institution in Ukraine, first of all, contributes to the formation of a socialized business environment,
the affirmation of new social values of land relations in society. Institutions and institutes for the
development of land relations are considered by us, on the one hand, as a state tool that stimulates
socio-economic development and the processes of modernization of the land use economy, which
rather refers to the external institutional environment, and on the other hand, as an institutional
("rules of the game") component and organizational structures that carry out the redistribution of
land and other natural resources for the implementation of projects of socio-economic development
